Is it possible to extrapolate data regarding the percent affected in a breed, using the research section's listings of numbers of participating dogs in a breed, and total numbers of affected?

No this would not be a good statistic if you want a reflection of the overall incidence of epilepsy in a breed, because we have a biased sample because most of the families collected have at least one affected individual and in general we are not collecting too many families with no affected dogs.
